Morning Bell: The Imperial President Will Act on His Own

In a recent email to supporters, President Obama lamented the frustrating inadequacy of his office. “There’s only so much I can do on my own” without Congress, he confessed.
As a matter of constitutional interpretation, he’s right. But in practice, the President has shown a distinct contempt for the legal limits on his power.
Obama’s imperial presidency has manifested itself in many ways. Often he willfully neglects his constitutional duty to “take Care that the Laws be faithfully executed.” As we’ve seen with education, immigration, and health care, suspending the law amounts to rewriting the law.
Other times, the President is more direct. The legislative power may be vested in Congress, but that didn’t stop him from rewriting welfare legislation on his own, hollowing out the successful federal work requirements.
Unfortunately, it appears that this is only the beginning of Obama’s imperialism.
Once liberated from the constraints of reelection, he wasted little time signaling his enthusiasm for unilateral action in his second term.
“Congress is tough right now,” he recently declared, “but that’s not going to stop me.
Armed with electoral immunity, the President is also more candid in justifying his actions.
[W]here Congress is unwilling to act, I will take whatever administrative steps that I can in order to do right by the American people.
From this perspective, the legislature is more of an inconvenience than one of the three co-equal branches of government. Constitutional prerogatives are up for grabs; whoever is most willing to write the laws wins.
The President’s view of how our system works is not only dangerous, but it also flatly contradicts the Founders’ understanding of government.
The President sees no need to bother with all the arguing, deal-making, compromising, rivalries—in a word, politics—involved in the constitutional order. Reserving to Congress its lawmaking authority is an unnecessary obstacle to progress.
But our system was intentionally designed for messy political fights. The Founders understood that the alternative is even worse. Experience with Britain taught them the dangers of a government that tended toward the accumulation of powers.
Despite his fondness for mocking those who distrust government, President Obama accidentally vindicates the Founders’ fear of tyranny in American when he boasts, “We’re going to do everything we can, wherever we can, with or without Congress, to make things happen.”
With no sign in sight of the President slowing his imperial march, it would be naïve to hope for the kind of modesty he feigns in emails. Rather, it is the duty of Congress to oppose his encroachments. With so much at stake this fall—from defunding Obamacare to cutting government spending—it is a critical time for Congress to do its job.

Obama Bodyguard Found Dead In Apparent Suicide A Secret Service agent assigned to President Obama’s protective details has been found dead in an apparent suicide. Rafael Prieto spent nearly six years hiding an extramarital affair with a foreign national. His secret was revealed by a fellow employee following the sex scandal involving several agents and officers earlier this year. Prieto was under investigation to determine whether he violated agency rules at the time of his death. Employees with security clearance are required to notify the agency about relationships with foreign citizens to ensure that the person is not a risk to national security. There was no evidence to suggest that Prieto’s relationship posed a security threat. It would have been a violation of the agency’s administrative rules but not a crime. Prieto was identified as the resident agent in charge at the Secret Service’s office in White Plains, New York as recently as 2009. He was 47 years old. Edwin Donovan, a spokesman for the Secret Service, said, “Rafael Prieto has a distinguished 20-year career with the Secret Service that was marked by accomplishment, dedication, friendships. The Secret Service is mourning the loss of a valued colleague.” The cause of death was determined to be carbon monoxide poisoning. Prieto was found unconscious in his car with the engine running. His death is being investigated by the DC Metropolitan Police and the medical examiner’s office. Gwendolyn Crump, a spokeswoman for the Metropolitan police department, would not comment on the details of an ongoing investigation. Thirteen Secret Service employees were implicated in a prostitution scandal in Cartagena, Colombia in April. The agents and officers brought women, including prostitutes, back to a hotel after a night of partying and drinking. An agent refused to pay one of the prostitutes and argued with her in a hallway, and the incident went public. The incident prompted Secret Service Director Mark Sullivan to issue a code of conduct that prohibited employees from drinking within 10 hours of the start of a shift. The code also prohibited employees from bringing foreigners back to their hotel rooms. Rafael Prieto was not in Colombia during the scandal.

The House Votes in bill to prohibit the IRS from implementing Obamacare

This won't be something the media will be sounding off on.  CONGRESS is TRYING.  The Democrats are LYING.  Get off the Propaganda Push For BASHING CONGRESS.  It's a RUSE.  Buy into it and LOSE. 
By the way, Amnesty is IN Obamacare.   The propaganda machine that's bashing Rubio's counter to giving REAL Amnesty is a load of bull...  Any Republican jumping on the Rubio gang bang wagon needs to GO.

‘Out of control’: House passes bill prohibiting the IRS from implementing Obamacare

WASHINGTON — The House voted Friday to prohibit the Internal Revenue Service from implementing Obamacare, citing concerns that the agency could not be trusted with the task after employees applied inappropriate scrutiny levels of to conservative groups.
“The IRS is already out of control, abusing its power to tax and audit the activities of honest, hardworking Americans… Yet, ObamaCare granted the IRS 47 new powers — including giving confidential taxpayer information to other departments and applying new taxes and penalties,” said Ways and Means Committee Chairman Dave Camp in a floor speech before the vote.
House Republicans have also expressed concern that implementation would give the IRS access to confidential health information, data they say the agency cannot be trusted with, The Hill reported.

House passes bill to curb ‘abuse’ by government agencies

Thursday afternoon, the House voted to curb the rights and payments of executive agency employees in the wake of the scandal surrounding the Internal Revenue Service’s inappropriate scrutiny of conservative groups and other abuses by government agencies.
The Stop Government Abuse Act passed by a 239-176 vote.
The bill combines several different measures. It allows people to record phone conversations or in-person conversations with executive agency officials. It also gives agencies the authority to put senior officials on unpaid leave when they are the subject of investigation for a serious offense. Lastly, it limits federal employee bonuses when sequestration is in effect.
